Facilities Management

A Fourteen-Billion-Pound Estate and a Backlog That Is Larger Still

The NHS estate in England cost £14.0bn to run in 2024/25, with backlog maintenance estimated at £15.9bn, and the high-risk part of the backlog rose 27.8% to £3.5bn, according to HEFMA. Those figures cover the whole estate, not only outsourced services. The outsourced facilities management (FM) market is estimated at over £35bn, with growth of 4.1% in 2024 and a forecast 3.2% for 2025, according to CBRE, citing Frost & Sullivan. BCIS, the building cost data provider, forecasts maintenance costs rising about 15% by 2030, according to BCIS. The same themes of energy, net zero and workplace use run through commercial and public estates alike.

What our briefings cover

Hard FM and Technical Estates. Mechanical and electrical systems, medical gas pipelines, high and low voltage power, lifts, and statutory compliance such as water hygiene and fire safety.

Soft FM and Environmental Services. Cleaning, pest control, grounds, security, parking, clinical and hazardous waste, and laundry and linen.

Utilities, Energy and Decarbonisation. Energy procurement, heat pumps, solar, lighting retrofits, electric vehicle charging and Energy Performance Contracting (EnPC).

Workplace and Space. Integrated Workplace Management Systems (IWMS), Computer-Aided Facilities Management (CAFM), room booking, visitor management and occupancy sensing.

The commercial reality: from tracking assets to managing space

Many estates have moved from asset lists held on spreadsheets to systems that connect assets, space, occupancy and energy. Contracts are long and differ in structure, from integrated Total Facilities Management (TFM) to specialist and directly managed services. Pass-through of wage and indexation changes, service failure regimes and the quality of asset data all affect what planned maintenance covers. Mobilisation and staff transfer under the Transfer of Undertakings (Protection of Employment) regulations (TUPE) add to the cost of change.

Consolidation and private equity investment are changing who buyers can contract with, and our briefings follow both. In June 2026 Investcorp agreed to acquire a majority stake in Smart Managed Solutions, a UK mechanical and electrical provider, according to Investcorp. We look at what such investment means for the specialist subcontracting market that integrated providers rely on. We also cover statutory compliance and net zero regulation, insourcing and hybrid models, and how better estate data changes what buyers can see. Throughout, the question is where competition, frameworks and investor interest are moving value for money.
